1/10/08 we support all governments in the US they in turn give us services 2 constitutions: articles of confederation US constitution federal arrangement/system: distribution of powers between central govt and territorial subdivisions that govern the same people in the same territory. power distribution is not governed by the central govt, but the subunits each state determines how it is setup: some have stronger govts in cities, others in counties, and still others have the state govt as strongest authority derived from people govts formed as means of protection power distrib: people -> constitution -> states/natn'l govt bigger != more powerful political resources: votes in electoral college, public interest groups(lobbiers), money shared powers: taxation transportation bill of rights originally only applied to natnl govt, 14th amendment (due process) added them to the states as well pwrs of fed govt: declare war, diplo relations, defense of nation, foreign trade regulation, immigration, currency, interstate commerce, postal service, treaties, state autonomously exercised powers: police pwrs reserved to states (authority of state to reg public health, safety, morals) traffic laws law enforcement business regulations state crimes/penalties licensed professions licensed priveleges (driving fishing hunting boating) states are partially controlled by grants/aid, good leverage, great when states say "so? we'll get the $$ elsewhere.
