federalism -> different solutions to similar problems, decided by states individually, this goes for almost EVERYTHING
ability to experiment with programs on a smaller scale before going national

need for more intergovernmental cooperation
central government often offers money if a state will do what it asks (bribes...)
unitary system - all power controlled/flows from central government
2 major features of constitution - federalism, separation of powers
federalism - power divided between local governments and a national government decided by people/outside factor (constitution), existence of both protected
separation of powers - 
necessary and proper clause (elastic clauses) - gives congress power to act to enforce the powers granted to them
