local governments have no powers other than those given to them by the states
states gave up some power to create federal government
central government does NOT distribute the powers to the states
mass brainwashing prevented by local control of education

party structure is nuts
on both sides
sometimes have required percentages of blacks/women/other things
there was alot of babble and getting sidetracked during this lecture, but not so much more than normal
parties have gotten into internet for publicity and fundraising, etc
